Applies to five state agencies: Department of Environmental Quality, Department of Transportation, Department of State Lands, State Department of Energy, and State Department of Geology and Mineral Industries

Requires these agencies to specify the statutory or regulatory authority justifying any permit denial and provide applicants with a guide on how to contest the denial

Mandates development of a key performance measure tracking timeliness of permit processing and issuance, including descriptions of what causes delays and which steps take the most time

Allows agencies to include suggestions for statutory or other changes that could accelerate permit timelines

Takes effect on the 91st day following adjournment of the 2026 regular legislative session
