Four state agencies (Department of Environmental Quality, Department of Transportation, Department of State Lands, and State Department of Geology and Mineral Industries) must make administrative rule changes effective only on January 1, April 1, July 1, or October 1, beginning January 1, 2027

These four agencies must provide extended notice periods before adopting, amending, or repealing rules: at least 21 days in the official bulletin, 28 days to persons who requested notice, and 49 days by electronic mail to specified parties

Five agencies (the four above plus the State Department of Energy) must post contact information on their websites for a knowledgeable person about each rule adopted, amended, or repealed

Emergency rulemaking under ORS 183.335(5) is exempt from the quarterly effective date requirement

The act takes effect on the 91st day following adjournment of the 2026 legislative session
