Exempts renewable energy facilities from Oregon Energy Facility Siting Council (EFSC) site certificate requirements if they produce power exclusively from solar, wind, geothermal, or marine energy sources

Requires developers to submit a land use application and receive local government approval, plus begin construction by December 31, 2028 to qualify for the exemption

Facilities must qualify for federal renewable energy tax credits under Internal Revenue Code sections 45, 45Y, 48, or 48E to be eligible

Developers must notify both the local government and EFSC in writing that construction has begun, identifying the facility, applicable tax credits, and actions taken to begin construction

Takes effect on the 91st day following adjournment of the 2026 regular legislative session
