State Department of Energy must evaluate and prioritize geographically dispersed sites for emergency fuel storage reserves

Site evaluation criteria include: locations supporting population islands after seismic events, state-owned or controlled properties, proximity to high-risk areas for wildfires/tsunamis/Cascadia Subduction Zone earthquakes, and accessibility to priority transportation routes

Sites must align with criteria established in the 2024 Oregon Energy Security Plan

Preliminary findings due to Legislative Assembly committees by June 15, 2027; final findings due by September 15, 2028

Section 1 of the Act automatically repeals on January 2, 2029
