Transfers responsibility for the ORVID volunteer database from the Higher Education Coordinating Commission to the Oregon Department of Emergency Management (ODEM), including all related records, property, employees, and unexpended funds through June 30, 2027

ODEM must maintain a statewide registry of emergency service volunteers, including qualified emergency volunteers, community emergency response team members, skilled tradespeople, and building evaluators certified under the Oregon Safety Assessment Program

Registry must track each volunteer's name, contact information, physical location, and specialized emergency response training or skills, with access provided to emergency management agencies and program managers

ODEM may require evidence of qualifications and emergency response training as conditions for registry inclusion, and is authorized to issue badges describing volunteers' skills, certifications, and licenses

Declares an emergency, making the act effective immediately upon passage, with ODEM required to notify the Legislative Assembly and Legislative Counsel when the transfer is complete
