Transfers regulatory oversight of animal rescue entities from the State Veterinarian to the State Department of Agriculture

Excludes veterinary facilities from the definition of "animal rescue entity" and removes fish from the definition of "animal"

Requires animal rescue entities with 10 or more animals in their custody to obtain a license and pay fees to the Department of Agriculture

Removes impoundment of animals as a civil penalty for violations, while retaining penalties up to $500 per violation and license denial, suspension, or revocation

Directs the Department of Agriculture to adopt rules for recordkeeping requirements, audit processes based on compliance history, and licensing requirements for animal rescue entities
