Establishes the Preserve Affordable Homes for Oregon Fund in the State Treasury to receive Article XI-Q bond proceeds for preserving affordable housing at risk of loss, including properties with expiring federal rent assistance contracts, expiring affordability restrictions, or financial distress

Authorizes fund moneys to acquire, construct, remodel, repair, equip, or furnish at-risk affordable housing that is or will be owned or operated by the State of Oregon

Requires the Housing and Community Services Department to submit a report by December 1, 2026, evaluating state laws, policies, and practices that negatively impact affordable housing efficiency and cost, with input from housing providers, finance entities, and tenant advocates

Adds the new fund as an authorized funding source for the department's existing affordable housing preservation program, which tracks at-risk properties including manufactured dwelling parks facing sale or closure

Declares an emergency, making the act effective immediately upon passage
