Creates the Office of Resilience and Emergency Management within the Department of Human Services to coordinate emergency preparedness, response, and recovery activities affecting human services programs and support the public during emergencies

Establishes the Oregon Public Assistance Grant Program, administered by the Oregon Department of Emergency Management, to provide grants to state agencies, local governments, tribes, school districts, and nonprofits for emergency-related work including debris removal and restoring public infrastructure

Establishes the Oregon Individual Assistance Grant Program, administered by the Department of Human Services, to provide grants addressing critical emergency-related needs of individuals, including temporary rental assistance, home repair/replacement, and essential personal property needs

Creates two separate accounts in the State Treasury to fund each grant program, with the Public Assistance account capped at 10% for administrative costs

Requires the Governor to activate either grant program upon determining an emergency has occurred or is imminent and that state assistance is warranted, with requests submitted through counties or tribal entities
