Water Resources Commission directed to encourage and approve voluntary agreements between groundwater users in the Greater Harney Valley Groundwater Area of Concern to achieve reasonably stable groundwater levels over time

Eligible parties include individuals, corporations, local governments, federal agencies, federally recognized Indian tribes, and state agencies acting as landowners

Agreements must establish baseline conditions, annual water volume limits, implementation schedules for reductions, and compliance evaluation methods

Parties must install wireless totalizing flow meters on wells, submit irrigation plans by March 1 annually, and report actual water use by November 15 annually

Agreements may be terminated by time lapse, party consent, or commission order following a public hearing if parties fail to comply or conditions change to harm public welfare
