Department of Early Learning and Care (DELC) must provide standardized information on all publicly funded early learning programs to families applying for or waitlisted for the Employment Related Day Care subsidy program, including Preschool Promise, Head Start, Healthy Families Oregon, and relief nurseries

DELC may delegate the information provision responsibility to the Department of Human Services through an interagency agreement

DELC, in consultation with the Department of Education and Teacher Standards and Practices Commission, must review background check requirements for publicly funded staff and develop recommendations to streamline and consolidate checks into a centralized cross-agency system

Report on background check recommendations, including estimated resources needed and legislative proposals, due to legislative interim committees by September 15, 2026

Declared an emergency measure, effective immediately upon Governor's signature
