Creates a Class B traffic violation for operating a Kei truck on highways with speed limits greater than 65 mph, punishable by a maximum fine of $1,000

Exempts Kei trucks from state vehicle equipment standards, pollution control system certification requirements, and the ethanol-blended gasoline mandate

Adds Kei trucks to existing exemptions alongside racing activity vehicles for equipment rules under the Oregon Vehicle Code
