Seed dealers must pay producers/growers all delinquent amounts plus interest at 1% per month simple interest or the current market interest rate for similar loan amounts, whichever is higher, within 30 days of the State Department of Agriculture's written notice.

Seed dealers must provide written notice and supporting documentation to the department verifying payment has been made within the 30-day period.

Department fees increase from $50 to $100 for determining whether payment was made in accordance with contract terms, and from $200 to $400 for notifying seed dealers of payment deadlines.

Failure to pay within 30 days results in suspension of the seed dealer's license until the dealer demonstrates all payments to producers and seed growers are current.

Declared an emergency, effective immediately upon passage.
