Amends section 2, chapter 560, Oregon Laws 2025, which established Oregon Health Authority rulemaking for residential treatment facilities and transition planning

Oregon Health Authority must adopt rules to support early transition planning for residents and establish separate licensing for transition aged youth residential treatment homes

Interim report due to legislative health committees by September 15, 2025; final report due by September 15, 2026

Declares an emergency, making the act effective immediately upon passage
