Behavioral health employers contracting with the Oregon Health Authority must develop and implement written safety plans tailored to their specific context and provide copies to new workers upon hire.

Covered employers include residential treatment facilities and homes, secure residential treatment facilities and homes, sobering facilities, detoxification centers, halfway houses, mobile crisis intervention teams, and emergency shelters.

Safety plans must address lone worker safety, built environment safety (including hazard reporting procedures and employer response timeframes), and safety training requirements under ORS 430.775.

New contractors must comply when first entering an Oregon Health Authority contract; existing contractors must comply upon their first contract renewal, extension, or amendment after expiration.

Effective date: July 1, 2027.
