Operators offering sport, fitness, or recreational activities may require adults (18+) to sign liability waivers releasing the operator from claims of ordinary negligence before participation, equipment rental, facility use, or volunteering

Waivers cannot release operators from claims of greater than ordinary negligence; any broader waiver language will be construed within these limits

Covered activities include hunting, fishing, swimming, boating, rafting, biking, camping, skiing, climbing, equestrian activities, motorized recreation, fitness competitions, and training activities

Oregon Business Development Department must study the state's recreation economy and report findings to the Legislative Assembly by December 15, 2026, examining economic benefits, industry needs, and challenges facing small businesses and nonprofits

Takes effect immediately upon passage; applies retroactively to previously signed waivers except where final judgment has already been entered
