Requires agencies to appoint advisory committees before adopting permanent rules that create new requirements, change compliance obligations, or increase costs for regulated entities, with a 14-day public notice period for committee interest; advisory committee membership must include regulated entity representatives and cannot have more unregulated than regulated members

Expands fiscal impact statement requirements to include estimates of affected businesses, descriptions of compliance costs (reporting, recordkeeping, equipment, labor), opportunity costs, and documentation of small business feedback; rules become effective 30 days after filing rather than upon filing

Adds "arbitrary or capricious" as grounds for courts to set aside or remand agency orders in judicial review proceedings across multiple statutes (ORS 183.482, 183.484, 196.115, 279B.415, 813.450)

Requires agencies to post public hearing notices on their website and the Oregon transparency website at least 21 days before hearings, and to submit reports to Joint Committee on Ways and Means if proposed rules increase department administrative costs by 0.5% or more

Directs Oregon Department of Administrative Services, Department of Justice, and Office of Small Business Assistance to collaborate on publishing a guide to administrative rules for the general public; repeals ORS 183.336
