Oregon Department of Transportation must establish a highway worker photo radar program in collaboration with Oregon State Police to operate photo radar units in state highway work zones when highway workers are present

Photo radar units must be inspected by qualified technicians at least every 60 days, calibrated annually by an independent laboratory, and produce clear digital images showing the vehicle, plate, date, time, location, speed, and driver

Citations may only be issued for speeds exceeding the limit by 6 mph or greater, must be mailed within 30 days of the violation (changed from 6 business days), and require a police officer to review photographic evidence and sign the citation

Removes previous requirements that photo radar be operated by uniformed officers in marked police vehicles within 100 yards of workers; signage must now be within one mile of the photo radar unit or work zone

Department must report biennially to the Legislature on traffic safety effects, public acceptance, and administration, and must notify the Judicial Department before March 1 annually of planned deployments and expected citation volumes
