Establishes Oregon's policy to protect people receiving, providing, or assisting with reproductive health care and gender-affirming treatment that is lawful in the state when delivered by licensed providers to patients physically located in Oregon

Prohibits the Governor from extraditing individuals to other states for engaging in legally-protected reproductive or gender-affirming health care activities, and bars public employees from cooperating with federal or other states' law enforcement investigations into such activities

Makes court records for legal change of sex applications confidential and exempt from public disclosure, with limited exceptions for parties, courts, and court-ordered disclosure

Classifies individually identifiable health information related to reproductive or gender-affirming care paid for by the Oregon Health Authority as confidential, nondiscoverable, and inadmissible in proceedings not directly connected to state program administration

Protects direct entry midwives from license suspension, revocation, or denial based solely on convictions or disciplinary actions from providing reproductive or gender-affirming care that is lawful in Oregon but unlawful in the jurisdiction where provided, if performed to applicable standards of care
