Counties with population of 700,000 or more may identify zones where ODOT estimates median household income falls below a specified threshold and reduce or eliminate county vehicle registration fees for residents in those zones

Large counties (700,000+ population) may establish regional allocation plans that designate sub-areas within the county and direct registration fee revenues from those sub-areas to specific transportation projects benefiting those same areas

Counties adopting fee reductions or regional allocation plans must immediately provide copies to ODOT and the Department of Revenue, coordinate on implementation including data-sharing, and submit annual reports to affected cities and the Legislative Assembly

Annual reports must detail either the amount of registration fee revenue foregone (for fee reduction ordinances) or the revenue raised, allocations made, and projects funded (for regional allocation plans)

Takes effect on the 91st day following adjournment of the 2026 regular legislative session
