Adjutant General may only assist with Oregon National Guard mobilization under federal authority (Title 10 or Title 32 U.S. Code) for congressionally authorized military operations, declared national disasters, authorized DHS missions, training duties, or civil authority support

State government prohibited from facilitating National Guard mobilization for law enforcement or immigration enforcement duties, though border security support, logistics, and surveillance operations are exempted from this restriction

Governor and Adjutant General prohibited from allowing National Guard mobilization that would leave Oregon effectively incapable of responding to statewide emergencies such as natural disasters or terrorism

Militia or armed forces from other states, territories, or districts may not enter Oregon to perform military duty unless the Governor consents or they are serving under federal active duty status

Declared an emergency measure, taking effect immediately upon passage
