Prohibits retailers and online marketplace operators from selling child safety systems (car seats and restraints for children 80 pounds or less) that do not meet federal NHTSA standards under 49 C.F.R. 571.213 or Oregon Department of Transportation rules

Requires retailers to clearly and conspicuously disclose in writing in any advertisement whether a child safety system complies with federal or state standards

Requires online marketplace operators to obtain written confirmation from retailers about compliance status before allowing child safety systems to be listed for sale

Violations constitute unlawful trade practices under ORS 646.608, subjecting violators to enforcement actions and penalties under Oregon's Unlawful Trade Practices Act

Excludes financial institutions and payment processors from the definition of "retail platform operator"
