Establishes the Task Force on Responding to Veterans in Crisis with at least 14 members appointed by the Speaker of the House (2 nonvoting legislators) and the Governor (at least 12 voting members representing law enforcement, veterans services, health authority, and other relevant stakeholders)

Requires the task force to develop a proposal ensuring each Oregon county has a veteran crisis response team of at least two trained individuals

Proposal must address organizational structure, funding mechanisms, training standards, certification requirements, and criteria for law enforcement to transfer veterans in crisis to response teams

Includes plans for a unique government-issued identification card for veterans who may be in crisis and a flag in the Law Enforcement Data System to alert officers

Report with legislative recommendations due to the interim committee on emergency management and veterans by September 15, 2026; task force sunsets December 31, 2027
