Renames the Oregon CHIPS Fund to the "Oregon Fostering Innovation Strength at Home and CHIPS Fund" and expands eligibility to businesses that meet federal CHIPS Act criteria but have not applied for federal assistance

Broadens eligible industries beyond semiconductors to include "targeted industries" such as metals and machinery, business services, food and beverages, forestry and wood products, high technology, bioscience, and outdoor gear and apparel

Reduces the minimum employee requirement for applicant preference from 10 to 5 full-time employees in Oregon and removes the application assistance grant provision (previously capped at $50,000)

Extends key program deadlines by three years: permit application deadline from January 1, 2027 to 2030, revenue/job creation deadline from January 1, 2033 to 2036, trade secret disclosure exemption from 2027 to 2030, and program sunset from 2033 to 2036
