Repeals Enrolled Senate Bill 916 (2025), which authorized unemployment insurance benefits for workers unemployed due to a strike

Reinstates disqualification of individuals from receiving unemployment benefits for any week during which unemployment is due to an active labor dispute at their place of employment

Preserves eligibility exceptions for workers unemployed due to employer lockouts (as defined in ORS 662.205) and for workers who were laid off prior to the labor dispute or whose positions were permanently filled during a strike

Removes statutory definitions of "labor dispute," "lockout," and "strike" from the unemployment insurance chapter

Maintains temporary lockout benefits program allowing up to 26 weeks of benefits for workers locked out by employers after exhausting regular unemployment benefits
