Establishes SPARTICIS (Oregon Statewide Preparedness Authority for Response Training and Intergovernmental Continuity of Imperative Services) within the Oregon Department of Administrative Services to oversee regional emergency facilities, stockpile coordination, training, and continuity of governance planning, with five dedicated treasury accounts for funding these functions.

Creates SPARC (Statewide Preparedness Authority for Response Coordination) within the Department of Public Safety Standards and Training to develop emergency response training environments and maintain the All-Hazards Statewide Responder Database; authorizes $120 million in lottery bonds across three biennia (2027-2034) for regional public safety facility grants, including $20 million each to Salem and the CORE3 center in Deschutes County.

Establishes the Oregon Disaster Recovery Authority within the Office of the Governor to coordinate crisis services, recovery efforts, and emergency funding during declared emergencies; allows the Governor to hire additional temporary personnel when the authority is activated.

Creates two new grant programs: the Oregon Public Assistance Grant Program for infrastructure recovery (debris removal, public services restoration) and the Oregon Individual Assistance Grant Program for individual emergency needs (temporary rental assistance, home repair, essential property replacement), both administered through the Oregon Department of Emergency Management.

Requires state agencies to designate emergency management or continuity of governance liaison officers, mandates biennial county emergency preparedness reports to the State Resilience Officer, expands Resilience Hub and Network grant eligibility, and directs the State Fire Marshal to study health coverage disparities between paid and volunteer firefighters by September 2027.
