Renames "mandatory incidental fees" to "mandatory student-initiated fees" and removes the requirement that fee requests be "reasonably related" to education, instruction, services, or recreation of students

Limits university boards' authority to refuse student-initiated fees to cases involving legal violations, preexisting contractual conflicts, or proposed increases exceeding 5% over the prior year, with disputes appealable to the Higher Education Coordinating Commission within 7 days

Updates terminology throughout multiple statutes from "recognized student government" to "student government," affecting provisions on political activity restrictions, voter registration services, tuition advisory bodies, and governing board nominations
