Prohibits landlords from disclosing confidential information about tenants, former tenants, applicants, or their household members, including date of birth, Social Security numbers, phone numbers, email addresses, banking/tax information, employer details, immigration status, protected class membership, domestic violence records, and medical/disability records

Allows disclosure only with written consent, court order or judicial subpoena, for affordable housing compliance, for tenant screening background checks, to respond to landlord reference requests, or for insurance claims, collections, or legal actions

Excludes administrative warrants and subpoenas from the exceptions permitting disclosure

Authorizes statutory damages equal to twice the monthly rent for individuals affected by knowing violations

Takes effect on the 91st day following adjournment of the 2026 regular legislative session
