Oregon Department of Transportation must submit a biennial report by September 15 of each even-numbered year to legislative transportation committees recommending a per-mile road usage charge rate

The recommended rate must sustainably generate revenue necessary to maintain Oregon's public highways

Reports must include total estimated maintenance and preservation costs for the state transportation system, including local systems, plus estimates of total vehicle miles driven on public highways

ODOT must establish metrics for evaluating maintenance needs, including desired pavement condition index by road type, striping and painting standards, bridge replacement timelines, and administrative costs

Declared an emergency measure, taking effect immediately upon passage
