HB 4132 - Oregon Veterans' Services Supplemental Investments Initiative

• Establishes a funding goal of at least $10,000,000 (in 2015 dollars, adjusted for inflation) from the General Fund for the Department of Veterans' Affairs and requires hiring 12 new positions by 2032, including coordinators for incarcerated veterans, houseless veterans, women veterans, and LGBTQIA2S+ veterans.

• Creates a Veterans Employment Coordinator position to assist veterans with job placement and requires contact with separating service members within two weeks of discharge.

• Establishes a grant program for veteran suicide prevention and workforce training, funded through the Veterans' Services Fund, with a required status report by January 2028 and sunset date of January 2029.

• Increases the Veteran Educational Bridge Grant Program cap from $5,000 to $10,000 per veteran and expands eligibility to include veterans experiencing financial hardship.

• Directs unexpended funds from the School Districts Unfunded Liability Fund and Employer Incentive Fund to be transferred to the Veterans' Services Fund each biennium, and requires the Judicial Department to study expanding access to veterans' treatment courts statewide.
