Oregon Department of Education must elect to participate in the federal tax credit program for individual contributions to scholarship granting organizations under section 70411 of Public Law 119-21

Department of Education must produce and submit an annual list of qualifying scholarship granting organizations to the U.S. Secretary of the Treasury by January 1 each year, and publish the list on its website

Governor, in consultation with the State Workforce and Talent Development Board, must approve all workforce training programs meeting federal Workforce Pell Grant requirements under section 83002 of Public Law 119-21

State Workforce and Talent Development Board must coordinate approval of eligible workforce training programs with other state and federal programs and align available funding to support program implementation and expansion

Declares an emergency, making the act effective immediately upon passage
