Previous vehicle owners who receive traffic citations for parking, abandoning, or operating a vehicle after transferring ownership are not required to make a court appearance and may instead notify the court of the transfer

To qualify for exemption, the previous owner must have submitted a notice of transfer to the Department of Transportation as required under ORS 803.112 before the citation was issued

Courts must dismiss citations upon receiving verification from the Department of Transportation that the person is exempt from liability under ORS 803.117

Citations may be reissued to the new owner (transferee) if their name appears on the transfer form and the jurisdiction verifies they owned the vehicle at the time of the violation

Applies to conduct occurring on or after the effective date of the 2026 Act
