Designated as "Ryan's Law," requires organizations and residential facilities serving as caregivers for medical marijuana cardholders to allow on-site medical marijuana use, create written policies for procurement, storage, administration, and disposal, and provide educational training for direct care staff on cannabis pharmacology, dosing, and drug interactions

Expands the definition of "debilitating medical condition" to include patients needing hospice, palliative care, comfort care, or other symptom management including comprehensive pain management

Exempts hospitals, hospital-affiliated clinics, residential treatment homes/facilities, home health agencies, and hospice programs providing home health care services from the new policy and training requirements

Protects organizations, residential facilities, and their employees/contractors from criminal liability related to assisting with patients' medical marijuana use when designated as additional caregivers

Prohibits the Oregon State Board of Nursing from imposing civil penalties or disciplinary action against nurses who discuss medical marijuana use with patients; takes effect on the 91st day following adjournment, with substantive provisions operative January 1, 2027
