Governor may direct executive agencies to withhold payments owed to the federal government when federal funds are being unlawfully withheld from Oregon in violation of a valid court order, with consent of the Attorney General and State Treasurer required

Withheld payments must be transferred to a newly established Federal Moneys Holding Account in the State Treasury, separate from the General Fund

Payroll taxes for state officers and employees are explicitly excluded from payments that may be withheld

When withheld state funds exceed the amount of unlawfully withheld federal funds, the Governor must direct resumption of federal payments and release excess funds from the holding account

State must defend and indemnify any officers, employees, or agents against civil claims arising from compliance with the act; takes effect 91 days after session adjournment
