School districts must adopt policies providing immediate enrollment, school placement, and services to homeless students regardless of missing records, missed deadlines, or enrollment disputes

Each school district must designate a local liaison to identify homeless students, assist with enrollment and services, and coordinate with social service agencies and the Department of Human Services

Homeless students may remain in their school of origin for the duration of homelessness or the school year, with transportation provided to school and extracurricular activities

Districts must establish dispute resolution processes with translation services and allow parents, guardians, or unaccompanied youth to bring advocates; students remain enrolled during disputes

Department of Education must designate a state coordinator to oversee implementation, provide technical assistance to districts, coordinate with housing and social service agencies, and ensure compliance with state and federal homeless student laws
