Elevates initiating a false report from a Class A misdemeanor to a Class C felony when the false report causes an enhanced law enforcement response resulting in physical injury or death to another person

Maximum penalty for the felony offense is five years' imprisonment, $125,000 fine, or both

Oregon Criminal Justice Commission must classify the enhanced offense as a person felony under sentencing guidelines

Defines "enhanced law enforcement response" as dispatch of two or more officers/tactical teams, establishment of perimeters or evacuations, deployment of specialized equipment (armored vehicles, breaching tools, aircraft), or initiation of emergency procedures like shelter-in-place directives

Convicted persons must repay costs incurred in responding to and investigating the false report
