Modifies biennial appropriations from the General Fund and expenditure limitations for multiple state agencies for the biennium ending June 30, 2027

Increases funding for fire protection by $69.5 million (General Fund) and $73.6 million (Other Funds) for the State Forestry Department's 2025 fire season, plus $58 million for wildfire recovery through Housing and Community Services

Allocates $206.7 million in combined General Fund and federal fund increases for nonstate employee compensation changes in human services programs, including aging/disabilities and intellectual/developmental disabilities programs

Increases Department of Corrections General Fund appropriation by $39.9 million total for medications for opioid use disorder ($21.5M), offsite healthcare ($14.4M), and healthcare staffing ($4.1M)

Reduces Emergency Board appropriations by $152.1 million total: $75 million from collective bargaining allocation, $64.9 million from natural disaster funds, and $12.2 million from State Forestry fire protection allocation
