Amends the Oregon Constitution to require all candidates for federal and state offices (U.S. Senator, Representative, Governor, Secretary of State, Treasurer, Attorney General, state legislators) be listed on a single primary ballot regardless of party affiliation

Guarantees unaffiliated voters the right to vote in primary elections; cannot be denied participation solely due to lack of party registration

Advances the top two vote-getters from each primary race to the general election, with provisions allowing more than two candidates to advance as determined by law

Permits political parties to opt out of the unified primary and run their own nomination process, but must self-fund and ensure fair participation by affiliated voters; parties must notify the Secretary of State no more than 250 days before the primary

Defines a minor political party as one with membership not exceeding one-tenth of one percent of all active registered voters; does not apply to presidential primaries
