Eliminates the "objective reasonableness" standard that cities and counties were required to meet when regulating public property use by persons experiencing homelessness

Removes the legal basis for injunctive and declaratory relief challenges to local homeless-related ordinances under state law

Eliminates the affirmative defense previously available to individuals prosecuted for violating local public property regulations

Declares an emergency, making the repeal effective immediately upon passage rather than 90 days after the legislative session ends
