Cities and counties in the Portland MSA (Columbia, Clackamas, Multnomah, Washington, and Yamhill Counties) may require developers of multiunit housing (10+ units) to provide affordable units for households at 80% or less of area median income, or pay an in-lieu fee

Local governments must calculate developers' expected losses from affordable housing requirements through an economic analysis adopted by ordinance, and offset those losses through cash payments, property tax exemptions, or fee waivers

The economic analysis must be updated within six years, segment housing types by bedroom count and geographic area (for cities 75,000+), and use net present value calculations with market-informed discount rates

Provisions apply to rental housing starting January 1, 2028, and extend to all housing types on January 1, 2029

Metro is prohibited from establishing sales or rental prices for housing units or requiring units be designated for particular buyer/renter classes, though voluntary incentive programs remain permitted
