Allocates 0.3% of Oregon State Lottery net proceeds to a new Horse Racing Account, effective July 1, 2027

Creates the Horse Racing Account in the State Treasury, with funds continuously appropriated to the Oregon Racing Commission

Supports horse racing events at licensed facilities and county fairgrounds in Crook, Josephine, Tillamook, and Union counties

Authorized uses include track maintenance, purse money and jockey incentives, veterinary and medical care, safety equipment, event operations, security, insurance, and infrastructure improvements

Declares horse racing financial support serves economic development purposes consistent with Oregon Constitution Article XV, Section 4
