Expands and clarifies definitions of abuse for children in care to include neglect, abandonment, assault, physical injury, unlawful restraint or seclusion, verbal abuse, financial exploitation, and sexual abuse by employees, operators, contractors, or volunteers of child-caring agencies, foster homes, and developmental disabilities residential facilities

Strengthens Department of Human Services oversight of child-caring agencies by requiring detailed reviews of license applications, enhanced monitoring for regulatory compliance, mandatory posting of enforcement actions on the department's website for at least 24 months, and immediate notification to Oregon Health Authority when noncompliance involves restraint, seclusion, or emergency preparedness at psychiatric facilities

Requires child-caring agencies with over $1 million in combined revenues (in-state and out-of-state) to submit annual audited financial statements and tax compliance certificates, with financial statements made public records

Prohibits placement of Oregon children or wards in out-of-state institutions for mental disease (facilities over 16 beds primarily treating mental illness), while allowing placement in licensed psychiatric residential treatment facilities meeting federal certification requirements

Declares an emergency for immediate effect upon passage and expands quarterly reporting requirements to include data on restraint incidents, reportable injuries, inconclusive abuse findings, and children placed in out-of-state congregate care facilities
