Allows individuals to cross on foot from one parcel of public land to another by stepping across corners where public and private lands meet, without being liable for civil trespass

Requires corner crossers to be authorized on the public land, cause no physical harm to private property, and not unreasonably interfere with the private landowner's property use

Protects private landowners from negligence or gross negligence claims for damages arising from corner crossing incidents

Excludes lawful corner crossing from the definition of "enter or remain unlawfully" under Oregon's criminal trespass statutes (ORS 164.205)

Declares an emergency, making the Act effective immediately upon passage
