County clerks must notify property owners when any document affecting their property title is submitted for recording, with notice sent to the owner's last known address on file

Notification requirement does not apply when documents are submitted by financial institutions, title insurers, Oregon State Bar attorneys practicing real estate law, or employees/agents of these professionals

County clerks may charge a per-document fee of up to $20 or the actual cost of providing notice, whichever is less
