Joint Interim Committee on Ways and Means must use a cost model developed through contract with a public or private entity to calculate funding sufficient to meet public education quality goals, with the cost model updated at least every eight years and cost estimates updated by Oregon Department of Administrative Services for interim biennia

Public education quality goals are defined as: compliance by all school districts with standard school district requirements, all teachers being licensed and qualified for their assignments, and satisfaction of statewide targets for metrics identified in ORS 327.165

Legislative Assembly must publish a report within 180 days after odd-numbered year sessions either demonstrating appropriations are sufficient to meet quality goals or identifying reasons, extent, and impact of any insufficiency

Abolishes the Quality Education Commission and the Joint Interim Committee on Public Education Appropriation, repealing ORS 171.857, 327.290, 327.497, 327.500, 327.502, 327.506, 329.015, and 329.025 effective January 1, 2027

Replaces "deficient/nonstandard" terminology with "noncompliance" throughout education statutes and clarifies that school districts must comply with state and federal law to be considered standard, with amendments becoming operative July 1, 2026
