Creates a civil cause of action allowing individuals to sue for economic and noneconomic damages when deprived of rights secured by Article I of the Oregon Constitution by a person acting under color of law

Permits plaintiffs to seek injunctive or other equitable relief in addition to monetary damages

Requires courts to award reasonable attorney fees and costs to prevailing plaintiffs

Allows attorney fees for prevailing defendants only if the court finds the plaintiff's claim was frivolous, unreasonable, or without foundation

Applies to deprivations occurring on or after the effective date, which is the 91st day following adjournment of the 2026 regular legislative session
