Expands the definition of "tobacco products" to include any product containing, made from, or derived from tobacco or nicotine (whether naturally or synthetically derived), including oral nicotine pouches and lozenges

Replaces existing criminal penalties for selling tobacco products or inhalant delivery systems to persons under 21 with civil penalties enforced by the Oregon Health Authority

Prohibits distributing, offering, or providing tobacco products or inhalant delivery systems without compensation (banning free samples)

Requires all sales of tobacco products, cigarettes, inhalant delivery systems, and smokeless tobacco to occur in person at licensed premises, effectively banning online and mail-order sales to consumers

Takes effect on the 91st day following adjournment of the 2026 regular legislative session
