Teachers and administrators may immediately remove students who repeatedly interfere with classroom instruction or threaten violence; a placement review committee (one administrator, one teacher, one parent) must convene within three school days if the teacher does not consent to the student's return

Students must demonstrate proficiency in Essential Learning Skills—reading, writing, and applying mathematics—before receiving a high school diploma or modified diploma, with the State Board of Education required to adopt proficiency standards and assessment options

School districts must prohibit students who have not achieved third-grade reading proficiency from advancing to the next grade level, except for good cause as defined by State Board rules; students below grade level must receive immediate intensive reading instruction and high-dosage tutoring

The State Board of Education must adopt language arts academic content standards based on the science of reading and writing, effective for the 2029-2030 school year

School administrators, teachers, and employees are granted immunity from criminal action or civil damages for discipline imposed consistent with state and federal law and district policies; the bill takes effect July 1, 2026
