Prohibits syringe service programs from operating mobile or temporary locations within 2,000 feet of public or private schools attended primarily by minors or licensed child care facilities

Defines "syringe service program" as a program providing free sterile needles/syringes and safe disposal services

Creates a rebuttable presumption that discarded needles, syringes, or drug paraphernalia found within 2,000 feet of protected locations came from a violating syringe service program

Allows any person to bring a civil enforcement action in circuit court against programs violating the distance requirement

Prevailing plaintiffs may recover the greater of $5,000 or actual cleanup costs, plus reasonable attorney fees
