17-year-olds who will turn 18 by the general election may vote in primary elections to select nominees of the major political party with which they are affiliated, provided they register at least 21 days before the primary

Primary ballots for voters under 18 are limited to partisan candidate nominations only and exclude city, county, nonpartisan offices, and ballot measures

Secretary of State must mail informational materials to registered 17-year-olds explaining their primary voting eligibility, party affiliation requirements, and voting procedures

County clerks must maintain records of all persons under 18 who are registered with a major political party and participate in primary elections

Appropriates unspecified General Fund moneys to the Secretary of State for printing and counting additional ballots, with provisions taking effect for primaries held on or after January 1, 2028
