School districts must offer lunch and breakfast to all students at no charge, regardless of household income, beginning with the 2026-2027 school year

Schools meeting USDA National School Lunch Program or School Breakfast Program eligibility requirements must apply to the Department of Education to offer no-cost meals

Breakfast must be made accessible after the beginning of the school day at all school sites, with up to 15 minutes of breakfast consumption counting as instructional time when provided in classrooms during instruction

Schools may receive waivers from breakfast requirements due to financial hardship (up to two years) or non-traditional schedules; grants of up to $5,000 per school site are available for breakfast equipment

State reimbursement to districts covers the difference between USDA free meal rates and other federal/state sources, with meals required to meet federal nutrition standards effective July 1, 2027
